如果absence跨越几个payroll period，则valuation可以在开始的period
或者结束的period或者各个period内分开计算；
Time B:first period计算；
Time E:last period计算；
Time I: current period计算；
Time Z：per Day计算；将wage type write到internal time wage type table ZL；
