对于不是按照小时支付薪酬的员工，valuation bases 除以period内的平均小时数，得到hourly rate，
保存在wage type的/001，/002的RTE field中；
operations:
RTE: 计算当前的 rate field (RTE)；
Change value or query RTE field；
can be an action or a decision operation
DIVID: divides two fields in the current entry and places the result in another field；
the following fields of the current entry in table OT: NUM (number field), RTE (rate), and AMT (amount)；
eg: DIVID ARR ：AMT / RTE ---> RTE;
table: T511K----Payroll constant; T511P----Payroll constant (with currency field)
