      Personnel calculation rules是根据employee subgroup grouping 和the wage type来处理的；
      Personnel calculation rules  attributes：
          program class：C(Payroll)  T(Time Management);
          person Responsible:只有assign的人有修改权限，其他user只有display；
          administrative data ：Create的时间，最后修改的user；
